Maharashtra Govt Approves 100 Acre Veg Tanning based Tannery Cluster in Raigad Invites Units to Join

The Government of Maharashtra has approved a 100 acre vegetable tanning based tannery cluster in Dighi Industrial Area, Raigad and invited leather units across India to participate through an Expression of Interest.

The project, led by MAHALEX with support from the Council for Leather Exports, aims to strengthen manufacturing, boost exports and promote sustainable leather processing.

The Maharashtra Leather Footwear Accessories & Apparel Exporters Association, formed as a Special Purpose Vehicle, is driving the project along with the Maharashtra Industrial Development Corporation, which will develop the cluster with full infrastructure.

The park will operate as a Zero Liquid Discharge compliant facility to support leather processing and ensure steady raw material supply for footwear and leather goods manufacturers.

The cluster is part of the Delhi-Mumbai Industrial Corridor, giving it strong connectivity through road, rail and ports including Dighi Port and JNPT. Its strategic location in Raigad offers access to key logistics networks, making it suitable for export-focused businesses.

The government has offered land at ₹4,100 (~USD44) per sq mtr, with a possible reduction of up to 50% under consideration. Plots will be allotted on a 95 year lease, with additional SPV charges of ₹3 lakh (~USD3200) per acre. Allotments will be on a first come first served basis.

Units will be required to set up Zero Liquid Discharge systems, while a common effluent treatment plant will be developed if at least 30 units participate. Companies must begin operations within 2 years or risk losing the allotted land.

The Council for Leather Exports has set April 15, 2026 as the deadline for submission of EOIs and has advised interested members to carry out independent due diligence before participation.

This project offers leather manufacturers an opportunity to be part of a planned, sustainable cluster with strong infrastructure and export potential. Interested companies can submit their Expression of Interest before April 15, 2026, on a first come first served basis.
