Relief for Tannery Owners as Punjab CM Mann Commits Extra Funding for Jalandhar CETP Upgrade

Relief for Tannery Owners as Punjab CM Mann Commits Extra Funding for Jalandhar CETP Upgrade

Jalandhar, Punjab – In a major relief to the struggling tannery sector, Punjab Chief Minister Bhagwant Mann has promised that the state government will cover an additional 15% of the Rs 28.64 crore (approxi US$3.4 Million) required to upgrade the Common Effluent Treatment Plant (CETP). This decision follows a request from tannery owners during a recent industry meeting.

On July 5, ahead of the Jalandhar West bypoll, CM Mann engaged with industry stakeholders, including tannery owners, who asked the government to cover their Rs 4.3 crore (approxi US$0.5 Million) share (15%) of the CETP upgrade due to their financial struggles. The CM agreed to increase the state’s contribution to 30% Rs 8.6 crore (approxi US$1 Million).

“The CETP, with a 5 MLD capacity, needed upgrading. Initially, the cost was to be shared 70% by the Centre, 15% by the state, and 15% by stakeholders. We requested the CM to cover our share, and he agreed.”

Amandeep Sandhu, President of the Punjab Leather Federation (PLF)

The tannery industry has faced challenges since the Punjab Pollution Control Board (PPCB) imposed restrictions on wet units about 7-8 years ago, leading to a loss of clients to competitors in Pakistan and Bangladesh.

The number of operational wet units has dropped from 60 to 30, with remaining units operating at just 25% capacity.

“We have informed the relevant departments that we are no longer liable for the 15% share. This will now be covered by the state. Our discharge has dropped from 10 MLD to 2 MLD, showing the decline in activity. We hope that with the state’s support for the CETP upgrade, we can restore our client base.”

Hira Lal Verma, Director of the Punjab Effluent Treatment Society (PETS)

In conclusion, the Punjab government’s decision to cover an additional 15% of the CETP upgrade costs brings hope to Jalandhar’s tannery industry. This support is crucial for upgrading the treatment plant, boosting environmental compliance, and revitalizing the sector. Tannery owners now await swift implementation of this commitment to aid their recovery.
