The Pakistan Tanners Association (PTA) has urged the government to stop the planned implementation of the Federal Board of Revenue’s (FBR) Digital Production Monitoring System for tanneries saying the seven day implementation timeline is impossible to meet.
The newly elected PTA Chairman Muhammad Azam Malik raised concerns over the notification dated October 7, 2026 arguing that the proposed system would duplicate existing compliance requirements and increase costs for leather exporters.

Malik said Pakistan’s tanning industry is export oriented and already documents its production, sales and export transactions through the Pakistan Single Window (PSW), goods declarations etc.
He said these existing systems provide authorities with comprehensive and verifiable information while the new monitoring system would add operational complexity without delivering significant additional benefits.
The PTA chairman also said that the proposed system could disrupt production and affect the industry’s ability to meet export orders.
He said Pakistani leather exporters were already facing high operating costs and competition from countries including India, Bangladesh, Turkiye and China in international markets.
Malik appealed to the prime minister to intervene and ask the FBR to refrain from implementing the Digital Production Monitoring System for the tanning industry according to multiple media reports.
